Each report ships with an Ed25519-signed evidence pack containing the original source files, parsed event records, and chain-of-custody metadata. The pack is anchored to a public chain timestamp so its contents and date can be verified independently — useful for damage claims, regulator audits, and long-term archives.

Multi-tenant Postgres with row-level security on every table. Projects, units, events, reports, and evidence packs are all tenant-bound.

Yes. The Regulator Portal grants a named regulator email read-only access to specific projects, scoped and revocable.
